Following Dubai's Palm Island, a small town invests in building a Palm Island themselves off the shore of their town. Unfortunately, they run out of money and have build the Islands much to small anyways. An Amusement company buys the Island to develop it into a Amusement park, even if it is very cramped and constantly has to worry about high tide going just a bit to high.
