On a small volcanic island in the tropics some ancient ruins were discovered. Further exploration revealed signs of a drowned city. This discovery pulled in investors who tried to facilitate tourism on this remote island. A small theme park was built with a very thrilling boat ride as main attraction. This river rapid ride named Neptune has a very exciting trajectory: The boats are pulled up high in the air with elevators. The main drop is a huge vertical drop that ends on the open waters. Luckily the bay is sheltered from high waves, making the ride safe.
After the construction of the boat-ride was completed the park-owner got complains by local wild-life protection organisations. Apparently, the passing of boats would cause stress to the ocean-creatures that lived in the bay. The wealthy park owner bribed those organisations to shut up. Actually, the complains brought him new ideas: He built a ride where mechanical sharks, which host up to 6 guests, swim through the surrounding waters. Also, he changed the trajectory of the boat ride Neptune, so the boats would enter a tunnel underground and reach the sea floor, where they would travel through a glasshouse. This allows the guests to take a look at the underwater treasures and to what's left of the 'undisturbed' sea life. The park was a great success, pulling in guests from all over the world. Eventually researchers found out that the ruins and treasures were not as old as previously assumed and many of them were fake. However, the guests didn't care, and the park remained successful ever since.
